New qualifications
In order to improve the knowledge and skills of
people such as employers, facilities, estates and
project managers, and caretakers on how to
effectively manage asbestos, a series of new
qualifications have been developed. These are
aimed specifically at people who may have
responsibilities for asbestos management, whether
they appreciate it or not.
About Us
The focus of asbestos regulation changed in 2002 when the Control of Asbestos at Work Regulations
(CAWR) 2002 were introduced. For the first time a duty to manage asbestos material was introduced
which is now often referred to as Regulation 4 or ‘The Duty to Manage’.
It was recognised that this was a big change for industry and as a result a grace period of 18 months
was given before this new regulation came into effect.
Within this time frame Colette became the asbestos manager for what was the largest NHS Trust in
the country. It soon became apparent that managing asbestos was not a simple task. To say this role
was challenging would be an understatement!
Training within the asbestos industry has, until now, focused on those how work within it. Licensed
removal contractors have specific training as do surveyors and analysts. So, what about the people
who allow these professionals to work on and within their premises?
The introduction of the duty to manage made business owners explicitly responsible for the asbestos
within their buildings. This means that they are the ones who are prosecuted if this management
isn’t to the required standard even if they have relied upon advice of professionals from within the
asbestos industry.
The D suite of qualifications have been devised to provide individuals with the knowledge of what is
required to successfully manage asbestos. This knowledge will then be invaluable in the
development of your own asbestos management procedures. This suite of qualifications covers a
range of levels to acknowledge the different roles and responsibilities within an organisation. The
qualifications cover a basic grounding and understanding of asbestos management, the requirements
and practicalities of compliance for those managing and instructing works right through to those who
act as the active Duty Holder or their Appointed Person. As such there will be a qualification to suit
your needs and can also act as a development pathway.

Meet our team
Director/Asbestos Management Consultant
Joanna Parker

Joanna is a highly experienced asbestos professional with over 20 years in the industry. She began her career in the early 2000s as an asbestos consultant with UKAS-accredited organisations, carrying out surveying, bulk sampling, analytical monitoring, and four-stage clearances—building a strong technical foundation.
She later expanded into training delivery, technical auditing, and systems development, progressing into senior technical management roles. This included playing a key role in achieving UKAS accreditation for a new consultancy.
Joanna spent 12 years in asbestos management across the higher education and healthcare sectors, including as the designated Asbestos Lead for one of the UK’s largest NHS Trusts. Her responsibilities included developing management plans, maintaining asbestos registers, coordinating training programmes, and providing expert support for maintenance and large-scale capital projects.
She has also contributed to the profession as a technical advisor to BOHS, supporting qualification development.
Joanna is a Fellow of the Faculty of Asbestos Assessment and Management (FFAAM) and holds a wide range of BOHS qualifications. At Asbestos Compliance Ltd, she delivers practical, reliable support to help clients manage asbestos safely and effectively.
Asbestos Compliance Consultant
Colette Willoughby

Colette is a highly qualified health, safety and asbestos professional with extensive experience spanning over four decades. She holds an MA in Health and Safety Law and Environmental Law, the Diploma in Occupational Safety and Health, and the BOHS Certificate of Operational Competence in Asbestos.
Beginning her career in the asbestos industry in 1982, Colette has developed expertise across all aspects of asbestos control, management, training, and legal compliance. She has also acted as an expert witness in both civil litigation and criminal prosecutions.
Colette has made a significant contribution to the wider profession. She is Chair of the National Organisation of Asbestos Consultants (NORAC) and has held a number of influential roles, including UKAS Technical Assessor for Testing Organisations and Inspection Bodies, BOHS Principal Examiner (Asbestos), and member of the Faculty of Asbestos Assessment and Management (FAAM) Management Committee.
She remains actively involved in the industry through her role as Chair of the Female Analyst Working Group, alongside participation in various HSE and UKAS stakeholder groups.
Colette is passionate about supporting others through the sharing of knowledge, experience, and best practice across the asbestos sector.
